PENN HILLS GIRLS SOFTBALL ASSOCIATION TOURNAMENT & MUNICIPAL PARK RULES

1. This is a round robin tournament, weather permitting (exception – 16U and 18u age
groups will be double elimination with more than 4 teams or round robin if 4 teams or less). The tournament may be postponed, rescheduled, delayed, or canceled due to weather. In case of prolonged inclement
weather, the tournament formats for all age groups may be changed at the discretion
of the tournament director.

2.Teams must be classified ASA Class “B”/Community Teams or lower.

3. Rosters are limited to 15 players, 1 manager, 2 coaches, and 1 scorekeeper.
Rosters must be submitted at the tournament drawing. Managers must carry with
them their copies of birth certificates as player’s proof of age. Rosters may not be
changed after the start of your 1st game.

4. Only those named on the roster are permitted to play and or be in the dugout/bench
area.

5. ASA rules will govern all tournament play, with exceptions listed herein.

6. Teams should report 30 minutes before the scheduled start of their game. The game
will be ruled a forfeit if a team does not have enough players 15 minutes after the scheduled start of the game, no exceptions.
 
7. A coin flip will determine the home team.

8. Each player must wear a numbered shirt. No duplicate numbers of the same colored
shirt.

9. All players are to keep off of the infields between games. No practices on any
unused fields during the tournament. No soft toss against fences in the complex.

10. The umpire will provide the ground rules before each game.

11. Complete line-up cards should be turned into the umpire at the start of the game.
The umpire and team managers will sign the scorebook after each game. This will be
the permanent record of the contest. There will be no corrections after the
scorebook has been signed.

12. Un-sportsman like conduct will not be tolerated.

13. Teams are responsible for the behavior of their fans.

14. Each team will be required to sign a waiver releasing Penn Hills Township and the PHGSA
of any and all financial and legal responsibility that results from the injury of a player,
manager, coach, scorekeeper, or fan, and from any or all property damage.

15. ALCOHOLIC BEVERAGES ARE NOT PERMITTED IN THE COMPLEX.

16. NO PETS, BIKES, SKATE BOARDS, ETC.

17. Everyone must comply with the traffic laws of the complex.  The Penn Hills Township  Police will enforce these laws.

18. Pitching & Base Distances:
18 & Under 50 ft & 65 ft
16 & Under 50 ft & 65 ft
14 & Under 50 ft & 60 ft
12 & Under 46 ft & 60 ft
10 & Under 40 ft & 60 ft

19. Protests must be settled at the time of the protest, the game must be stopped and
the protest ruled on prior to the resumption of play. If the game continues without the
protest being ruled on the protest will be thrown out.

20. 8 & under age group - see specific rules for this age group.

21. No infield fly or third strike foul rules for the 10 & under division.

22. A 12 run mercy rule will apply after 4 ½ innings or more if the home team is ahead,
and after 5 or more complete innings if the away team is ahead.

23. In case of injury only, when no other players are available for substitution or re-entry,
a team using the extra player (EP) per ASA rules may complete the game with 10
players, and a team beginning a game with 10 players may complete the game with
9 players. In either case, an out shall be recorded for the injured player’s position in
the lineup for each turn at bat.

24. Batting helmets with chinstraps and catcher’s masks and chest protectors are mandatory;

25. A double first base will be used. ASA rules for the double first base will apply.

26. Games are 7 innings.
